खास खबर : जन्म मृत्यु रजिस्ट्रीकरण में बड़ा बदलाव, ब्लॉक सांख्यिकी अधिकारी भी जारी कर सकेंगे प्रमाण पत्र

24 न्यूज अपडेट. जयपुर। राजस्थान जन्म मृत्यु रजिस्ट्रीकरण अधिनियम में संशोधन के बाद जन्म और मृत्यु की 30 दिवस के पश्चात 1 वर्ष के भीतर की घटना हेतु जारी की जाने वाली अनुज्ञा ग्रामीण क्षेत्र में ब्लॉक सांख्यिकी अधिकारी द्वारा जारी की जाएगी। आर्थिक एवं सांख्यिकी विभाग के सहायक निदेशक डॉ. सुदीप कुमावत ने बताया कि जन्म और मृत्यु रजिस्ट्रीकरण अधिनियम 1969 (संशोधित)2023 के क्रम में राजस्थान जन्म और मृत्यु रजिस्ट्रीकरण नियम 2000 (संशोधित) 2025 अधिसूचना का राजस्थान राजपत्र में प्रकाशन पश्चात विधानसभा के पटल पर रखी गयी है। जिसमें प्रमुख संशोधन किये गये हैं। उन्होंने बताया कि जन्म-मृत्यु अधिनियम में संशोधन लागू होने से प्रमाण पत्र निर्धारित अवधि में जारी होंगे जिससे आमजन को सुविधा होगी। शत प्रतिशत जन्म-मृत्यु की घटनाओं का पंजीयन होगा और ब्लॉक सांख्यिकी कार्यालयों को मजबूती मिलेगी। डॉ. सुदीप कुमावत ने बताया कि नवीनतम संशोधन के तहत वर्तमान में जन्म या मृत्यु की घटना की सूचना 21 दिवस पश्चात रजिस्ट्रार को देने पर 1 रुपये विलम्ब शुल्क देय है। संशोधन के पश्चात अब यदि घटना की सूचना 21 दिवस पश्चात परंतु 30 दिवस के भीतर रजिस्ट्रार को दी जाती है तो 20 रुपये विलम्ब शुल्क देय होगा। वहीं, यदि घटना की सूचना 30 दिवस पश्चात परंतु वर्ष के भीतर दी जाती है तो 50 रुपये एवं घटना की सूचना 1 वर्ष पश्चात दिए जाने पर 100 रुपये विलम्ब शुल्क देय होगा।

संशोधन से लाभ

1. आमजन को राहत – प्रमाण पत्र जल्द जारी होंगे।
2. शत-प्रतिशत पंजीकरण सुनिश्चित – सभी जन्म-मृत्यु घटनाओं का समय पर पंजीकरण होगा।
3. ब्लॉक स्तर पर सुविधा – ग्रामीण क्षेत्रों में जन्म-मृत्यु प्रमाण पत्र जारी करना आसान होगा।
4. पेनल्टी एवं शुल्क स्पष्ट – विलंब शुल्क और दंड में पारदर्शिता।
5. अपील की सुविधा – नागरिक उच्च स्तर पर अपील कर सकते हैं।

After the amendment in the Rajasthan Birth and Death Registration Act, the permission to be issued for the incident of birth and death within 1 year after 30 days will be issued by the Block Statistical Officer in the rural area. Assistant Director of Economic and Statistics Department Dr. Sudeep Kumawat said that in the sequence of Birth and Death Registration Act 1969 (Amendment) 2023, Rajasthan Birth and Death Registration Rules 2000 (Amendment) 2025 notification has been placed on the table of the Legislative Assembly after publication in the Rajasthan Gazette. In which major amendments have been made. He told that with the implementation of amendment in the Birth-Death Act, certificates will be issued in the stipulated period, which will facilitate the general public. 100 percent of birth and death incidents will be registered and block statistics offices will be strengthened. Dr. Sudeep Kumawat told that under the latest amendment, currently a late fee of Rs. 1 is payable for giving information about the birth or death incident to the registrar after 21 days. After the amendment, now if the information of the incident is given to the registrar after 21 days but within 30 days, then a late fee of Rs. 20 will be payable. Whereas, if the information of the incident is given after 30 days but within a year, then a late fee of Rs. 50 will be payable and if the information of the incident is given after 1 year, a late fee of Rs. 100 will be payable.
