यूडीए में एक हजार करोड के घोटाले की जांच को लेकर सांसद डॉ रावत ने मुख्यमंत्री को लिखा पत्र

-सांसद को मिली जानकारी पर तत्कालीन सचिव नितेन्द्रपाल सिंह तथा अन्य अधिकारियों के खिलाफ कडी अनुशासनत्मक कार्रवाई की मांग की

24 न्यूज अपडेट. उदयपुर। सांसद मन्नालाल रावत ने उदयपुर विकास प्रन्यास में करीब एक हजार करोड के घोटाले में शामिल तत्कालीन सचिव नितेन्द्रपाल सिंह तथा अन्य अधिकारियों के खिलाफ कडी अनुशासनत्मक कार्रवाई को लेकर मुख्यमंत्री भजनलाल शर्मा को पत्र लिखा है। इस मामले में सांसद श्री रावत ने सूत्रों से मिली रिपोर्ट भी मुख्यमंत्री को पत्र के साथ भेजी है।
सांसद श्री रावत ने पत्र में बताया कि उन्हें सूत्रों से जानकारी मिली है कि उदयपुर विकास प्राधिकरण, उदयपुर की वर्ष 2022-24 के लेखा अंकेक्षण प्रतिवेदन, तथ्यात्मक रिपोर्ट विभिन्न मीडिया रिपोर्ट के अनुसार उदयपुर विकास प्रन्यास के अधिकारियों ने लगभग 1000 करोड़ से अधिक का घोटाला किया है एवं नियमों के विरुद्ध कई प्लानिंग की अनुमति दी है। सूत्रों के अनुसार इस संबंध में स्थानीय निधि अंकेक्षण विभाग, उदयपुर द्वारा अंकेक्षण रिपोर्ट भी जारी की है, जिसके संबंध में उदयपुर विकास प्राधिकरण के आयुक्त सहित कई अधिकारियों ने रिपोर्ट का सारांश जारी करते हुए सरकार को प्रतिवेदन प्रस्तुत किया है कि संबंधित अधिकारियों के विरुद्ध कठोर कार्रवाई की जाए एवं विस्तृत अंकेक्षण रिपोर्ट भी तैयार की जाए, परन्तु अब तक कोई कार्यवाई नहीं की गई है।
सांसद ने पत्र में बताया कि उन्हें जानकारी मिली है कि इस संबंध में नितेन्द्रपाल सिंह तत्कालिन सचिव ने सबसे अधिक राजस्व की हानि पहुंचाई है जिनकी सेवानिवृत्ति इस माह के अंत में है। इसलिए तत्काल नितेन्द्रपाल सिंह के विरुद्ध 16 सीसीए के तहत चार्जशीट देते हुए अनुशासनत्मक कार्रवाई प्रस्तावित किये जाने के आदेश करायें ताकि विश्व के सबसे प्रसिद्ध पर्यटन नगरी उदयपुर में इस प्रकार की राजस्व हानि ना हो एवं भविष्य में संपूर्ण प्रशासन में अच्छा संदेश जाए।
सांसद श्री रावत ने उदयपुर विकास प्राधिकरण के आयुक्त द्वारा प्रमुख शासन सचिव, नगरीय विकास एवं आवासन विभाग, को भेजी गई उदयपुर विकास प्राधिकरण के वर्ष 2022-2024 के लेखांे के अंकेक्षण प्रतिवेदन की तथ्यात्मक रिपोर्ट भी संलग्न की है जिसमें बताया गया है कि स्थानीय निधि अंकेक्षण विभाग, क्षेत्रीय कार्यालय, उदयपुर द्वारा वर्ष 2022-24 के लेखों का अंकेक्षण किया गया जिसमें ऑडिट रिपोर्ट में प्लान अनुमोदन, आवंटन पत्र एवं लीजडीड जारी करने में नियमों के उल्लघंन, वित्तीय अनियमितता एवं राजस्व की हानि के आक्षेप प्राप्त हुये है।
सांसद श्री रावत ने बताया कि आयुक्त द्वारा उच्चाधिकारी को भेजी ऑडिट रिपोर्ट के अनुसार तत्कालीन सचिव नितेन्द्र पाल सिंह, तत्कालीन सचिव राजेश जोशी, तत्कालीन उप नगर नियोजक श्रीमती ऋतु शर्मा एवं तत्कालीन विशेषाधिकारी सावन कुमार चायल की गंभीर एवं नियम विरूद्ध लापरवाही से भू-व्यवसायिओं को 676.25 करोड रुपए का अनाधिकृत एवं अवांछित लाभ दिया गया एवं राज्य सरकार को राजस्व की भारी हानि पहुंचाने के गंभीर आरोप प्रथम दृष्टया एवं तथ्यात्मक रिपोर्ट अनुसार उचित प्रतीत होते है।
आयुक्त ने भी इस मामले में उच्चाधिकारी को भेजे पत्र में विभागीय उच्च स्तर की टीम द्वारा वर्ष 2022-24 में अनियमित रूप से अनुमोदित किये गये प्लानों की एवं गंभीर वित्तीय अनियमितताओं की गहन जांच करवाने की मांग की है। हालांकि इस संबंध में अभी तक कोई कार्रवाई होना चिंताजनक है। सांसद श्री रावत ने इस बडे घोटाले को गंभीरता से लेकर तत्काल जांच करवाने की मांग की है।

MP Mannalal Rawat has written a letter to Chief Minister Bhajanlal Sharma demanding strict disciplinary action against former secretary Nitendra Pal Singh and other officials involved in a scam of about one thousand crores in the Udaipur Development Authority. In this matter, MP Shri Rawat has also sent a report received from sources along with the letter to the Chief Minister.

In the letter, MP Shri Rawat mentioned that he received information from sources stating that the audit reports for the financial years 2022-24 of the Udaipur Development Authority indicate that its officials have committed a scam of more than 1000 crores and have granted several planning permissions in violation of rules, according to various media reports. According to sources, the local fund audit department in Udaipur has also issued an audit report regarding this matter, in which the Commissioner of the Udaipur Development Authority along with several other officials has submitted a summary of the report to the government recommending strict action against the related officials and demanding that a detailed audit report be prepared, but no action has been taken so far.

The MP stated in the letter that he has been informed that former secretary Nitendra Pal Singh has caused the maximum revenue loss and is set to retire at the end of this month. Therefore, he has requested that action be initiated against Nitendra Pal Singh under section 16 CCA by issuing a charge sheet so that such revenue losses do not occur in the world’s most famous tourist city, Udaipur, and to send a positive message throughout the administration for the future.

MP Shri Rawat has also attached the factual report of the audit report of the Udaipur Development Authority for the years 2022-2024, which was sent by the Commissioner to the Principal Secretary, Urban Development and Housing Department, stating that the local fund audit department, regional office, Udaipur, audited the accounts for the years 2022-24, in which the audit report recorded violations in plan approvals, allocation letters, and lease deeds, along with allegations of financial irregularities and revenue losses.

MP Shri Rawat explained that according to the audit report sent by the Commissioner to higher authorities, serious and rule-violating negligence by former secretary Nitendra Pal Singh, former secretary Rajesh Joshi, former deputy town planner Ms. Ritu Sharma, and former special officer Sawan Kumar Chail has resulted in unauthorized and unwarranted benefits of 676.25 crores to land developers, and the serious allegations of causing substantial revenue loss to the state government seem appropriate prima facie and according to the factual report.

The Commissioner has also requested in a letter sent to higher authorities that a thorough investigation be conducted into the plans irregularly approved by the high-level departmental team for the years 2022-24 and severe financial irregularities. However, it is concerning that no action has been taken in this regard so far. MP Shri Rawat has taken this large scam seriously and has demanded an immediate investigation.
